You can buy a cell phone almost anywhere, it just depends on what plan you want to get your cousin on or what plan they are already on.
I have had Motorola, Samsung & Nokia. My favorite one is the Nokia phone. I had very bad luck with Motorola and don't plan on ever getting another one. Samsung is ok.
